David K. Shapiro is a principal and founder of Bay State Strategies Group. Mr. Shapiro has extensive experience on issues relating to state legislative affairs, state agency procurement and contracting, real estate development, business development, and local government relations. He served as Budget Director of the MA House Ways and Means Committee, and as such was the principal non-elected budget writer for the House of Representatives and policy advisor to the House Ways and Means-Chairman and various other committee chairmen. Mr. Shapiro also worked as the Deputy Director of Administration and Finance at Massport.  Mr. Shapiro served on Governor Patrick’s and Governor Baker’s transition teams as well as Governor Healey’s Finance Committee.  He lives in Natick with his wife and three children.
